Asia-Pacific area countries need to establish special education that fits each country’s circumstances. To do so, instead of imitating and applying philosophy and knowledge of advanced foreign countries, we have to build unique inclusive education model and clear educational identity, so that we can find a way to establish special education that fits our country. This paper deals with 6 countries, namely Australia (A), China (C), Hong Kong (H), Japan (J), Korea (K), and Taiwan (T) and is organized into 5 sections based on papers from each country. here is the list of the sections; 1) education structure in general and special education outlook of each country, 2) comparing present states of inclusive education in each country, 3) challenges and results of inclusive education in each country, 4) context and unique quality of inclusive education in each country, 5) implications and future tasks. And next, implications for inclusive education in Korea are suggested: use of special education related terms; attitude toward students with disabilities and awareness improvement education; diagnose and assessment of students with disabilities; special classroom education placement; process of educating teachers and teacher training; role of special teacher and cooperation between teachers; operate curriculum in operation conjunction with inclusive education; and inclusive education in special school and operation direction.

This study was to evaluate the adaption of the basic curriculum in the 7th special school curriculum and to find out the efficiency of its application. The survey was performed to 159 teachers in the special schools and special classrooms. The result of this study showed that teachers had difficulties in teaching subject matters because of low availability of textbook as a core of the curriculum and few teaching materials for each student``s level of ability, and that although there were somewhat difference in every subject matter, the amount and the difficulty level of teaching contents were in general appropriate to them. The requisite conditions for individualized lesson were in turn found to be the reduction of students, a qualified teaching-learning assisted materials, and provision of various textbooks suited for the students`` abilities. The special school teachers were conscious of the necessity to restructure the curriculum, and thus managed the lesson with the restructured curriculum suited for the characteristics of schools and students. The restructuring methods mainly used was found to be the substitution of the contents. According to the results of the study, the various level of the textbooks and the teaching contents for each subject matter should be made up for the students with diverse needs in the next revision of the curriculum, and finally a good quality of teaching-learning assisted materials for the optimization of the curriculum should be developed and disseminated.

The purpose of this study was to examine the actaulity and problemes of paraprofessional system by paraprofessionals perspect in Jeju area. The results which actaulity and problemes of paraprofessional system are as follows: First, the qualification which it is providing in current paraprofessional system, there is not a big problem. and most being necessary with the temperament as the paraprofessionals appeared that it is understanding for disabilities. Second, the roles of the paraprofessional are not delivered concretely. And the professor activity with the special education student of the paraprofessional is coming many portion in spite of actuality is forbidden. Third, the cooperation with the paraprofessional and the charge teacher is not become accomplished almost. Fourth, in vacation, paraprofessionals were not received pays, and this is the most urgent problem must be solved with the paraprofessional system. This research has a limit that it saw the specific area which is Jeju, so next researches should be widen the scope of area. And next researches process together the quantitative and quality research for right result.

Not many studies on "BrainPower(BrainRespairation)" for reducing behavior problems of students with disabilities over countries. This study is implemented in terms of the Effects of the Gymnastic Program using "PowerBrain" on Attention Improvement of Students with mental retardation. The results show as followed: First, the Gymnastic plays a important role for extension Attention-span of students with mental retardation. Second, the Gymnastic is effective on shortening their Transition-time of Attention on Tasks. This study attempts to estimate and develop transitional education and rehabilitation level indicators for persons with disabilities in local government. It then drives rehabilitation level indicators of ten indicators, such as safety, health, education, income and economic activities, rehabilitation services, accommodation, human rights, culture and leisure, digital divide, and welfare administration, seventy indicators criteria. Also, it is based on the alleged notion that available indicators currently may not be described adequately the rehabilitation level of local development. The result of this study can be summarized as follows: First, the highest local government with welfare level indicators were seoul Metropolitan government, respectively, which were double level of the other local government. Also, the lowest local government were Ulsan metropolitan city and Jeolla Namdo Provincial government. Second, the lowest local metropolitan with welfare level indicators in spite of higher self-supporting finance and the number of disabled persons registered lower than the other local government. Therefore, to improve this appearance, we should introduce the affirmative action policy and strengthen the social image improvement program of persons with disabilities for the local government leaders.

The purpose of this study was to investigate the interjectional characteristics in children and adults who stutter. The interjectional characteristics were measured through the ratio, the linguistic unit, and the length in monologue about picnic, travel and TV program for a minute. Eleven stuttering children(8 males, 3 females), from 5 to 12 years old, and eleven stuttering adults(15 males, 17 females), from 17 to 32 years old, were participated in the study. The results of this study were as follows; First, there was significant difference between stuttering children and adults groups in the interjectional ratio, and interjectional ratoi in adults who stutter indicated significantly higher than the one in children who stutter. Second, in terms of linguistic units, there was no significant difference between groups, but there was significant difference among linguistic units, and syllable interjections were significantly higher than vowel, clutter and phrase interjections. Finally, in the linguistic length, there was no significant difference between groups, but there was significant difference among linguistic lengths, and one-syllable interjection was significantly higher than two, three, four and five-syllable interjections.

Music therapy or activities is effective process to prompt development of autistic children. Most of autistic children are interested in music and many reports point that music treatment improved the physical exercise ability, the speech function and the sociality of autistic children. This study is to show that the effect of music treatment to decrease autistic tendency and to develop sociality and language ability. The subject was 2 child who were evaluated as an autistic children through autism behavior checklist. 2 children was 4;1 and 4;4 respectively, attended to nursery for handicapped children. Music treatment was executed 15 weeks, 3 sessions per week, forty minutes for each time. We used Autism Behavior Checklist and KISE Developmental Scale at pre and post treatment. We applied music treatment activity was composed physical movement, singing and instrumental playing through imitation and rhythmical playing(Shin, 1999). As the results of this study, musical treatment was effective to decrease of autistic tendency and to development sociality and language ability of autistic children.

Special education for deaf should have the role of not only optimized education for individuals but also treatment and improvement. The purpose of this study was investigated what problems of music education for the deaf are as well whether music curriculum is optimized under consideration of body conditions and psychological characteristics of the deaf in The 7th Education Curriculum. Four teachers who are working for two schools for the deaf and ten deaf students in the secondary level were participated for this study. The results of this study were : (a) the lack of specialty: Teachers non-specialized in music are teaching while teachers specialized in music are teaching in the case of normal education school. They are not good at the application and improvement of teaching instruments and materials as well as teaching methods and then cause the deterioration of specialty in music class; (b) improper classroom as educational surrounding: Although classroom should have special instruments and materials for special teaching, most of all music classrooms in special education school have little it by reason that apportioned education finance was not enough; and (c) insufficient allocation of time for music class: Shared time for music class, which is two hours for a first grader and one hour for second and third grader in middle school for the deaf, is not only allow to take class constructed with various music actions but repress student``s desire to enjoy music, who have to choose a specified subject since a second grader in high school.

The Purpose of this study is to examine the effect of AAC(Augmentative and Alternative Communication) intervention using device and gesture on the communicative behavior in buying goods. Research design of this study is pre-and post experimental design. The subjects of intervention group were 26 students in special education school, which are the students with severe mental retardation. The students were divided into two group, device-use group and gesture-use group, based on the communicative ability and the distinguishing ability. The subjects of comparative groups were 30 residents at the welfare facility for the mental retardation. The study took steps of baseline, training and maintenance. The results from this study are as it follows. first, The ratio of execution of device-use and gesture-use group to comparative groups was shown in statistically significant advance. Second, in the maintenance step, AAC intervention effect continued in all of device-use and gesture-use group. Finally, educational implication and academical limitation were discussed.

One of major matter of concerns in special education might be outcomes of learners with disabilities. For this matter, various studies have been implemented in the relation of curricula and teaching strategies. This study implements considerating Levinas`` Ethic under the assumption that teacher``s ethic could play a important role as a short-cut for learners`` achievement with following questions: First, what is the background of Levinas; philosophy and what is the meaning for the teacher``s ethic towards learner with disabilities? Second, which way could show Levinas`` ethic some "right way", in order that teacher could work his successful lesson with his learners in the class. The author stresses that Levinas`` ethic would have implications of many meanings for the reasons why teacher should have ethics for learner``s outcomes.

The purpose of the study is to review the historical and theoretical background of the psycho-motoric approach for mentally retarded children and to examine the educational and therapeutic effect thereof through intensive analysis of an empirical case study. This psycho-motoric approach is a therapeutic educationcentered upon the capability of children with emphasis upon their physical experiences. Children are to experience changeability of their bodily situation through a series of well-designed physical movements and thereby to feel and recognize the existence of their true being. In psycho-motoric approach in education of mentally retarded children is represented by the psycho-motoric practice treatment method by E. Kiphard, the capability-oriented perspective by F. Schilling and the understanding-oriented perspective by J. Seewald. An empirical research by Marburg University in Germany based on Dr. Schilling``s capability-oriented approach performed on an 11-year old schoolgirl with distinctive mental retardation has been introduced, wherein a psycho-motoric program was applied to perform the direct test, assessment and evaluation. Through the analysis of this case, a specific application process of a psycho-motoric program has been substantiated. Further, future studies aresuggested to standardize assessments and develop individualized program models for Korean population.

This study was the first basic study on development of employer``s employment selection criteria for mental retardation. The purpose of this study was to examine the effect factor on employer``s attitude about employment of people with disability. For this, 62 related studies that were published after 1980``s were reviewed. Studies were analysed according to contexts of employer``s attitude and concerns about people with disabilities and factors were counted on frequency of studies. The results revealed that factors were eight of individual factor, job related skill factor, cost and management factor, social skill factor, employer and industry related factor, social environment factor, motivation and satisfaction factor, behavior factor according to frequency. The factors determined in this study are useful in understanding attitude and concerns of employers about people with disability. But this study was basic study for development of employer``s employment selection criteria for mental retardation. The future revision and supplementation this factors through discussion with special education and vocational rehabilitation professional should be done for useful in Korea.

The goal of the study is to understanding of Japan Special-Supported Education Formation``s background and the Features. Japan Special-Supported Education Formation is based on the final report of the "The 21st century Special Education``s Plan", which is presented in January, 2001, and "About the Japan Special-Supported Education Formation Plan," which is presented in March, 2003. The results refer to the below. Japan Special-Supported Education Formation``s base is becoming the important detail of the final report "About the Japan Special-Supported Education Formation Plan," which is published in January, 2001. The execute of Japan Special-Supported Education``s conversion is achieved the foundation of the final statement "About the plan of the Special-Supported Education" that is published in March, 2003. The meaning of the Special-Supported Education includes the children who need Special Education Needs because of the their disabilities, and the Special-Supported Education means the children who needs Special Education Needs, instead of their disabilities. The final report of "About the Plan of the Special-Supported Education" emphasizes the base concept of Special-Supported Education Formation Plan Based on the final report which is published year 2001 and 2003, the each local district prepares Special-Supported Education``s plan, and a long-term plan and a short-term plan for 10 years from now on is going to be established.

Children with learning disabilities not only face academic challenges but also have difficulty meeting social expectations in the school, and also many life``s other demands even in the community. However, the administrative definition of learning disabilities has limited the provision of social skill interventions and the school administrators and teachers have not interested in the social behaviors of children with learning disabilities. This paper covered the correlates of learning disablilties and social competence, improvement strategies of social competence of children with learning disabilities through literatures analysis. Further, the importance of social competence and some suggestion for future intervention were provided.

The purpose of this study is to investigate the effects of lesson on assistive technology to children``s attitude toward the disabled peer group. To verify the effects of the lesson, researcher put the experiments into class on 32 fifth-grade students(boys 17, girls 15), a sample group, in a Elementary school in Seoul. There isn``t any disabled student, so the students are limited from any contact of the disabled. These programs, lesson on assistive technology, were carried out to students during the 40 minutes in a week for four weeks. Every lesson time, researcher introduced to the students the equipments of each 5 fields - movement, position support, daily life, education, environmental control- with pictures and made them know the use of the equipments can help disabled people to live independently and offer convenience to non-disabled people as well. Researcher carried out acceptance scale and activity preference scale in order to evaluate the effects of these experiments before and after the experiments. Results of the research ; ⅰ.scores of the acceptance scale -social contact willingness, deviance consequence, mild deviance consequence ⅱ. scores of the activity preference -home life, school life, social life ⅲ. Expressions toward the disabled -cognitive-affective and behavior expressions According to researcher``s analysis, scores of non-disabled student``s became higher significantly on these parts toward the disabled after taking lessons on assistive technology. Finally, it is convinced it``s more effective way to give lessons on assistive technology than to educate understanding about handicaps of the disabled to improve the non-disabled students attitude.

The purpose of present study was to review the definitions and concepts adapted by the different investigators and the criteria and instruments used for identifying the children with learning disability in reading in the Korean research articles. The 44 articles published between 1994 and 2006 were obtained through the data bank of the Korean Congress Library and the RISS-4U of the Korea Academic Research and Information Center and analysed. The following results were obtained. 1. In 30(68.2%) among the total 44 articles, the investigators used more than one of the following criteria, reading achievement test score(86.7%), IQ(76.7%), the exclusion criteria(53.1%), the selection rating scale(13.3), reading test(13.3%), and the special education criteria(3.1%) to operationally define learning disability in reading. The most frequently used criteria was the agreement among the 3 areas, the reading achievement test score, IQ, and the exclusion criteria(53%). 2. The 41(93.18%) studies provided informations regarding what kinds of criteria they used for identifying the children. And both the Korean language achievement test and the comprehension-word recognition test among others were the most frequently used as the primary selection tools(68.3%) and the tests were mainly administered by the classroom teachers(67.7%). 3. All of the studies reviewed in the present study provided informations on their diagnostic processes and the areas they searched were, the reading ability(95.5%), intellectual functioning 93.2%), and the exclusion criteria(50%). It was also, found that 52.3% of the studies applied the 3-step diagnostic method. In the diagnostic processes IQ test(97.7%) and the primary academic skill test(90.9%) were the most frequently adapted tools.

The purpose of this study is to examine the effect of ADHD (Attention Deficit Hyperactivity Disorder) children``s inadaptability (a careless act, an offensive act) through self- expression of the Art activities. These ADHD children were chosen from those who have no troubles in making up conversation with at least 90 or more intelligence (K-WISCⅢ), if you look at the research design, it is an experimental research of 3 children whose single subject research of the multiple base line across the subject design. Self-expression Art activities program was done 21 times which were contained by basic level, expressing level, transforming level, ending level and also examined whether the transformed act still maintained after a while. The result of this survey is as the following. First, Self-expression Art activities program have effectiveness in reducing the ADHD children``s lack of attention. Second, Self-expression Art activities program have effectiveness in reducing the ADHD children``s offensive act. Therefore the study of Self-expression Art activities program has effectiveness in reducing the ADHD children``s inadaptability act.

This study was done to find out the level of understanding of liaison rule targeting 48 children age 5 to age 6 and 11 months(24 boys and 24 girls) by giving them reading tasks. We had chosen children of these ages because subjectional vowels are the important variables in the liaison rule of reading. This study focused on finding the differences of liaison rule development depending on age, postposition, number of syllables and phoneme. This study was done using 64 sentences with liaison rule. The data analysis was based on the Pronunciation Law, clause 13 and 14. As a result, the understanding of liaison rule by children aged 5 was significantly lower than that by children aged 6. Also, the results varied significantly between individuals within the same age group. In addition, children commonly made errors with the words containing /ㅅ/ which are out of harmony with Korean alphabets and phonemes. In conclusion, we believe that liaison rule should be taught at age 5 when they begin to read after phoneme is understood and in order to do so, the rules of the Korean alphabets and phonemes should be taught first.

This literature review found out the effects of video modeling for generalization of people with autistic tendencies. First, video modeling is thought to help compensate for stimulus over-selectivity often displayed by children with autism. Second, watching television is highly reinforced activity. Third, watching videos for children with autism may be intrinsically and automatically reinforcing. Fourth, television is engaging medium that does not require social interaction during learning. Fifth, video modeling can present various behaviors in realistic context In order to review in detail, video modeling is engaged to help compensate for generalization of language, play, and perspective taking skills. Usually, repeated video watching of target behaviors, video discrimination training, vivo instruction, video self modeling were utilized for the methods of video modeling for people with autistic tendencies. Finally, this review pointed out that researchers and educators of people with autistic tendencies needs to concerns video self modeling as one of effective teaching methods for generalization of people with autistic tendencies.

This study analyzed the physical self-conception intended for the visually impaired students in senior high school all over the country for the development of instruction and education to form the desirable self-conception of the visually impaired students. The object of this is to analyze some differences according to the variations of students-background and make clear the correlations between the physical activities and subfactor of physical self-conceptions. The summary is as follows. First, in part of physical self-conception, boy students are superior to girl students according to the kind of gender and in the elements of sport competency, body fat, appearance, physical activity, flexibility, endurance. According to the time of occurrence of the visually impaired students, the acquired visually impaired students are superior to the congenital visually impaired students in the field of sport competency, flexibility. Second, according as whether students do physical activity or not, students who do physical activity are superior to those who do not physical activity in the whole element of body such as sport-competency, body fat, appearance, physical activity, flexibility, endurance, muscular power. And in the correlations between the existence and the non-existence of physical activity, the elements of muscular power is highest and the element of health and body fat are lowest among the groups who do not exercise, the whole elements of body are highest and the elements of appearance are lowest.

This study, through an empirical analysis of the wage standards of employed persons with cerebral palsy, factors that affect their employability and wage standards are examined, and also aims to draw out the social welfare policies for improvement in their employment rate and wage standards. The summary of the results are as follows. Looking at the effect of each factor on wage, the wage was predictable from marital status, age bracket, education level, discrimination, simple labor, and scale of employer. Suggestions for welfare practice and establishment and execution of policies for the welfare of disabled for solving wages of persons with cerebral palsy are as follows. First, the social model of disability corresponding to the Social model surrounding the persons with cerebral palsy and labor market segmentation theory have a great impact on salary; for this reason, social responsibility for the disability is great to some extent.

The purpose of this study is to investigate effective direction of health subject education through deep and diversified investigation on current status of health subject education in special schools for the mentally retarded. This study was designed, mainly focused on drawing improvement by grasping current status of health subject education at present. The subjects selected 130 teachers in charge of health subject education in 50 special schools for the mentally retarded from all over the country and through preliminary call request, visiting and mail, questionnaire was distributed and collected and 118 sheets of the questionnaires that was answered sincerely was statistically dealt with through SPSS for Windows(ver 12.0) program. The conclusions are as follows; First, it appeared that general recognition levels of teachers on health subject education was generally high and health subject education was very helpful in the development of social adjustment of the mentally retarded. But education object achievement was insufficient due to students`` individual variation and lack of suited textbooks. Second, it showed that as for current status of health subject education, present class frequency was thought to be proper and there was no replacement class by other subject. the most effective teaching-learning method in health subject education was thought to be activities-centered lesson and specialty was rather insufficient as other teachers not being in charge of health subject took charge of the education.

This study was aimed at analyzing the selecting process and selected result of inclusive class through Korean culture with conformity or harmony. In this study, Korean culture was defined as collective culture such as conformity or harmony shared by East Asian countries. Two instruments in this study were designed to measure Korean cultural factors, which were perceptual tasks and questionnaires. Perceptual tasks consisted of both preperance tests of specific subfigures, and selecting specific subfigures. Questionnaires tasks four items divided into two groups, korean cultural factor and epistemological factor. Conclusions from results in this study are as follows. First, it was suggested that Korean cultural foctor had important role in selecting inclusive settings. Results in selecting subfigures were significantly affected by Korean collective cultures such as harmony or conformity. Second, it was suggested that Korean cultural factor had significant role in resulting in inclusive class, such as harmony or conformity. Conclusion recommended that we had to have more inclusive settings for children with special needs in Korea.

The purpose of this study was to investigate the effects of application video clip on students with hearing impairment of sentence understanding, expressing, a postpositional word and the predicate. The subjects of this study were 4 hearing impaired students of the special school for the hearing impaired in G city. The method of this study was providing the video clip which had been photographed, added captions, produced and edited. And I selected and used the 100 sentences from the text of the elementary school. The results of this study were as below. First, the result of the test which appears in K-NSST, materials to know, was effective on reading abilities. Even though we have a difficult situation to analyze the reading abilities of the one student, the reading and writing abilities was improved a little. Three students of the four couldn``t write a grammatically right sentence in post-test. But after the program the result shows us the improvement. Second, video clip program was effective on using a postpositional word and the predicate. We can see a little improved scores of the writing abilities as 0→3, 2→7, 0→2, 37→40.

The purposes of this study analyze the status of support systems that were offered from universities for students with disabilities since the policy on exceptional admissions were implemented and to provide practical guidelines for setting up programs for students with disabilities in terms of their education and school living during their college years. With these purposes, focus group interviews were implemented with related specialists and students with disabilities who currently attend universities. The status of school support systems were analyzed and the special needs and points that were commented by students as problems were collected. Furthermore, two outstanding universities in the United States in terms of providing support for students with disabilities were benchmarked. Their programs and support systems were analyzed. Based on overall outcomes, guidelines on support programs regarding four areas : support systems, admission, teaching -learning and school living were provided. The outcomes and guidelines may be applied both national and school level.

The purpose of this study is to investigate changes in information retrieval ability of students with hearing impairment through assignment- task-based methods which make students solve assignments with actual relations for themselves, organize and accumulate knowledge in the process of solving assignments in searching for information on the web. In education for students with hearing impairment, this study lays significance on presenting effective teaching methods to improve information retrieval and ability to use which are important variables in growing personal capability and determining quality of life in the knowledge- information era. For this study, total 20 sessions of task-based information retrieval program were applied for 7 weeks aiming at 5 students who attend a special school for hearing impairment. The results of this study are as the following: First, information achievement of students with hearing impairment was increased through task-based learning methods on web environment. However, posttest after a period of pause showed that information achievement was decreased, so information retrieval ability did not maintained. Second, task-based learning methods on web environment showed changes that students with hearing impairment searched for information effectively. But posttest after a period of pause showed that the degree of efficiency of information retrieval course did not maintained. Third, providing clues in sign language when students searched for information raised information achievement and changed information retrieval course effectively. As the result of this study, thanks to presentation of actual assignment, task-based learning methods on web environment led students with hearing impairment to improve information retrieval ability by presenting environment suitable for utilizing prior knowledge and systematic strategies of solving information problems. In addition, providing clues in sign language when students searched for information resulted in improved information retrieval ability because sign language as a communicative means of students with hearing impairment raised understanding of information retrieval questions in written language.

The purpose of this investigation was to study suprasegmental abilities of three children who had been diagnosed with developmental apraxia of speech/developmental verbal apraxia(DAS/DVA), phonological disorder(PD) and typically developing speech(TD). Three groups of children, who are 5 children with DAS/DVA, 5 children with PD, 5 children with TD were administered suprasegmental tasks. This study is designed to examine the internal juncture and IP-final boundary tone in sentence accent. First, internal juncture is divided into internal open and close juncture. Second, since an accentual phrase(AP) boundary tone in an intonation phrase(IP)-final position is overridden by the IP-final boundary tone, only the IP-final boundary tone(%) was labeled at the end of an IP. This study was used to H%, LH%, HL%, LHL% in IP-final position. Perceptual measures of accuracy of target phrases used 5 rating scales. The principal findings of this study were as follows: First, interval scales of internal juncture produced by children with DAS/DVA and TD was only significant in this study. Second, when IP-final position in sentence accent was examined, DAS/DVA group made significantly more error than the PD group. Overall, the results of this study support the theory that DAS/DVA may have an deviant and delayed phonological representation system and suprasegmental ability in children with DAS/DVA were reflected "linguistic planning" as well as motoric programming" processes. These results suggest that treatment protocols for DAS/DVA should encompass linguistic processing as well as motor programming activities.
