[Purpose] Following the enactment and implementation of the Korean Sign Language Act, public sign language interpretation, which started in 2019, has reached 4 years and is expected to continue to expand. However, there have been few studies on public sign language interpretation that have been approached in terms of public languages so far. Considering the impact of public sign language interpretation on deaf society, the scope of public sign language interpretation and publicity standards need to be presented. [Method] By focusing on previous studies relating to the public provision of sign language this study suggests its scope and standards are by considering the definition and categories of public language, public language standards, and diagnostic criteria. [Results] Public sign language interpretation can be defined as “sign language interpretation and sign language translation of public information targeting an unspecified number of deaf people”. The scope of public sign language interpretation is presented by theme. The central government, local governments, and affiliated public institutions provide sign language interpretation and sign language translation of information that is disclosed to a large number of unspecified citizens. In the broadcasting industry broadcasts are interpreted or translated in sign language, in the field of education classes in which deaf students participate as well as materials used in educational activities are interpreted in sign language, in the field of academics conferences, academic journals, and related materials are translated in sign language, in the field of disability, there are sign language interpretation services for social welfare corporations and organizations for persons with disabilities approved by associations and related organizations. Also, all deaf people related materials are translated in sign language. The standards of publicity were presented as 'accuracy' and 'communication'. In presenting specific features, use of space in Korean sign language, non-manual signals, etc. were reflected. In addition, the characteristics of public sign language interpretation, which started in Korean and was produced in Korean Sign Language through simultaneous interpretation, were also considered. 'Visual convenience' as an item of appropriateness is related to institutions that provide public sign language interpretation, considering the use of language which is perceived and communicated visually by the deaf. [Conclusion] Inorder to apply publicity standards to the provision of sign language, further researchshould be actively conducted to clarify the use of Korean sign language in publicsettings. Additional studies on various aspects of public sign language arenecessary so that the discussion on securing information access rights for the deaf community can be revitalized.

[Purpose] The purpose of this study was to analyze research trends into inclusive secondary education since 2010 for the purpose of implementing sustainable inclusive education in secondary school settings, and to suggest future directions for research relating to inclusive secondary education. [Method] A total of 25 documents related to integrated secondary education in Korea were selected from major domestic academic databases and classified by research topic, research methodology, and research subject. After that, research trends into integrated secondary education in Korea were analyzed through a review of the research papers. [Results] The results of the review relating to “research topic” revealed a problem with the competency of the special education teachers who implement inclusive education in Korea. A program to strengthen the competence of special education teachers is recommended. Second, the results of the review according to “research methodology” show that the quality of the research done needs to be improved to improve the validity and reliability of the research results relating to inclusive education in Korea. Third, the results of the review relating to “research subject” suggest that it is necessary to improve the attitudes of non-disabled students and their parents regarding students with disabilities. [Conclusion] Suggestions are made for improving the effectiveness and quality of research into integrated secondary education in Korea in the future.

[Purpose] Sign languages, as is the case with spoken languages, make use of their special properties when they are used for the creative arts. In this paper, we investigate the artistic and linguistic characteristics embedded in sign songs in Korean Sign Language. [Method] In order to verify that different types of sign songs exist and that they bear different linguistic features, we compared three translated sign songs that can be identified as belonging to one of two types, according to their authors and motivation. The first type includes a sign song translated by a committee of both hearing and Deaf people with the special purpose of standardizing the Korean National Anthem so that it can be sung together with hearing people. The other type includes two sign songs composed by Deaf authors, without any special intention other than their motivation to create art. The three songs were annotated according to ELAN (EUDICO Linguistic Annotator) for comprehensive analyses. [Results] The results show that there are striking differences between the two types of sign songs. First, the latter type was far less faithful to acoustic music than the first. Instead, it displayed higher dependency on its internal language rhythm. Second, the latter type displayed greater faithfulness to the use of sign language as a natural language for the sake of clear communication with the Deaf community. Third, the latter type used the sign space far more creatively, especially when marking contrasts metaphorically. Fourth, the creative use of sign language morphology and lexicon, such as spreading, was far more frequently found in the latter type. Lastly, metaphor, metonymy, and other poetic usages of the language were found in the latter type but not in the former. [Conclusion] These results support the notion that sign songs are not merely a translated version of acoustic music. Rather, sign songs demonstrate that music transcends the boundaries of acoustic realities. This means that, together with other creative art forms expressed through sign language, sign songs created by Deaf authors for the purposes of the creative arts can play an important role in promoting Deaf identity. Furthermore, this study implies the importance of providing Deaf schools with music curricula that recognize and promote a musical experience that is uniquely Deaf.

[Purpose] The purpose of this study was to explore the experiences and needs of secondary school special education teachers working in various areas of inclusive education. [Method] Eight middle-school special education teachers were selected as research participants, and a phenomenological study was conducted. Data were collected through in-depth interviews and observations, and subsequent analysis revealed 4 main themes and 16 sub-themes. [Results] First, the characteristics of inclusive middle and high schools vary, depending on the type and size of the school, the maturity level of the students, and their degree of disability. Second, special education teachers are responsible for a wide range of tasks in the field of inclusive education, and they feel that, rather than cooperation, there is a lack of committed support, of guidance for individual students, and of guidance relating to full-time special-class students. Third, for the essential elements for inclusive education are inclusive classroom teacher’s unbiased awareness, ready special education teacher, and preparation of disabled students to become a member. Finally, it was confirmed that, in order to advance the field of inclusive education, it is necessary to strengthen teacher competency, to maintain cooperative relationships, to provide ongoing education to improve awareness of disabled students, and to support full-time special-class students. [Conclusion] Based on the research results, it is suggested that discussions should be held on the role of special teachers and on areas in the field of inclusive education in middle and high schools where support is particularly needed. Follow-up studies are recommended.

[Purpose] The purpose of this study is to clarify the contradictions and limitations in Korea's special education laws as they relate to inclusive education, and to propose amendments and future tasks. [Method] In order to achieve the purposes of this study, the definition of terms relating to inclusive education and the meaning of each provision were analyzed relative to the Special Education Promotion Law and the subsequent Act on Special Education for Persons with Disabilities. And in addition, it was reviewed whether various legal support for integrated education was suitable and appropriate for the field. [Results] Special education-related laws continued to show conceptual contradictions in the definition of special classes and inclusive education, and they reveal limitations in the practical support for the operation of inclusive education. [Conclusion] To provide a consistent perspective on inclusive education, the definitions of special classes and special educational institutions need to be revised, and the definition of integrated classes and integrated educational institutions should be additionally established. In addition, to provide the necessary support, the qualifications of a teacher in charge of an inclusive class should be specified in the law. And qualification system and appropriate compensation system should be introduced for teachers responsible for inclusive classes. In addition, the standards for the placement and placement of special teachers for students with disabilities assigned to general classes in general schools should also be legally prepared..

[Purpose] The purpose of this study was to review the literature about caregiving by aging parents of children with developmental disabilities. Specifically, the purpose was to synthesize the literature in relation to key themes involving the caregiving experience of aging parents. [Method] A scoping review was conducted to map the literature concerning caregiving by aging parents for their children with developmental disabilities. In total, 36 studies were identified and included. The 36 studies were coded with respect to publication year, participants, research design, and findings. In addition, all the studies were thematically categorized. [Results] The results indicated that relatively few Korean studies have been conducted compared to international studies. Most studies employed a quantitative research approach in which survey questionnaires were used. A small number of studies used qualitative research or mixed methods research. Three Key themes were identified: caregiving status, the impacts of caregiving, and future caregiving. Some of the aging parents reported caregiving satisfaction, but the others reported caregiving burden and stress. In addition, many studies showed the impact of caregiving on the physical health of the aging parents. One of the concerns of aging parents was future caregiving for their adult child with developmental disability. [Conclusion] The implications for future research and practice are discussed.

[Purpose] In this study, a Delphi survey was conducted to derive a mid- to long-term plan for communication support for the people with developmental disabilities, as suitable for the field. [Method] Opinions on communication support for the people with disabilities were initially collected from a comprehensive literature analysis, from focus group interviews, and from survey results. The opinions of experts were then collected through two rounds of a Delphi survey. [Results] The mid- to long-term plan for communication support for people with developmental disabilities was presented in a paper that reported on th second Delphi survey(which further developed the results from the first Delphi survey). This paper sets the goal as the “establishment of a communication support system to guarantee the rights of people with developmental disabilities and expand social participation”. The plan consisted of five areas, 17 tasks, and 45 strategies. [Conclusion] Based on the results of the study, several aspects of a mid- to long-term plan for communication support for people with developmental disabilities in Korea were discussed, and the implications of related policies were debated.

[Purpose] The purpose of this study was to examine research trends on literacy for adults with disabilities by analyzing journal articles published from 2002 to April. 2022 in Korea. [Method] A total of 32 papers were analyzed by defining the analysis category as the research period, academic journal type, research type, disability type, age, research topic, and research subject area by peirod. [Results] First, literacy research on individuals with disabilities increased rapidly during the COVID-19 period, with 7 studies in 2020 and 8 studies in 2021. Second, the most research was done in the field of special education journals with 15 studies, but it was found that the research was insufficient in other fields of studies. Third, in terms of research type, the survey research type were used the most with 20 research studies. Fourth, the largest number of studies on intellectual disabilities were done with 16 studies. Fifth, the topics related to functional literacy in life using digital were found to be the most with 9 studies. [Conclusion] For indiviauls with disabilities living in the era of lifelong education and the information age, the necessity of research on literacy by various disability types and development of digital literacy programs was suggested.
